  • This event is for the primary purpose of entertaining the crowd and keeping it safe. It goes without saying that no entries will be allowed to participate should the Superintendent, in his/her sole discretion, decide that said entry is offensive, divisive, or otherwise inappropriate. The safety of the parade participants is also important and the Superintendent reserves the right to reject/remove any entry due to safety concerns.

    No entries shall be greater that 60 feet in total length, 20 feet wide and 14 feet 6 inches high.

    No candy, trinkets, or other objects may be thrown from any entry. Walkers may accompany an entry (but not dismount and remount the entry) and hand out candy, etc. to the crowd.

    All entries carrying children must have an ADULT riding with them.

    No entry shall allow a participant to ride on the hood, trunk, back or roof af any vehicle or the sides of the bed of a pickup truck.

    All floats should be constructed of flame resistant materials and all floats must carry a fire extinguisher of at least 2-A 10-BC capacity.

    All entries involving animals must have "Pooper scoopers" following them.

    The parade will commence promptly at 10:00 a.m. at the corner of College and Main Streets. All entries must be in place no later than 9:00 a.m.

    All entries are subject to on-sight inspection by the Roswell Police Department, Roswell Fire Department, or other appropriate authority.

    The directions of parade staff are to be followed by all entries - no exceptions.

    Neither the parade sponsors nor the parade staff are responsible for any accident involving injury to any person or property associated with the parade.

    James “Jim” Lankford is a life long resident of Chaves County and the Pecos Valley being born in 1935 in Hagerman, New Mexico. His love for the valley is loyal and undying.  Jim attended Hagerman Schools, New Mexico Military Institute, North Texas State University and Baylor University School of Dentistry. Jim married the love and companion of his life, Virginia Eckel in 1956. In 1960 after completing Dental School the Lankford’s moved back to Roswell where Jim had a successful Dental business for 51 years closing the doors and retiring in May of 2011. There are no ways to count all of the people in the Pecos Valley that he has touched through the Dental Practice with his caring and generous ways. Jim also continues a large farming operation that his father started known as “Lankford Farm and Feed Pens” in Hagerman, New Mexico.       

     Perhaps one of Jim’s greatest accomplishments is the outstanding husband, father and friend he has been to his family. He raised two outstanding citizens for this world in his son James (Jay) Lankford and his daughter Sherryl Stovall who has worked by his side for many years.

     Jim has always had a special place in his heart for the Junior Livestock Programs. In his younger years, Jim showed cattle and sheep at the location where the Cattle Baron is currently located and showed cattle in the current location the first year it  was used being in 1950. In his later years he served on the Eastern New Mexico State Fair Board for 8 years. During his term he was instrumental in constructing the Junior Livestock Show Arena. Volunteering for the community was a large part of their Lankford family life. Jim and his father “Royce” have been strong supporters of the Junior Livestock Sale throughout the years. He understands the huge contribution the Eastern New Mexico State Fair to the youth of the area.

     Since Jim has served on the Fair Board he is very conscious of the fact that the Eastern New Mexico State Fair is the only self sufficient fair in the State of New Mexico. The fair is a volunteer function with countless hours of hard work from local people and many out of county people come to town and stay the entire week to support and work for the fair to make it a success. It is truly the biggest event that happens in this area annually.
